The Jasper Ocean Terminal Joint Venture is governed by a board of directors comprised of five voting individuals.  The directors include the respective chairmen of the GPA and SCPA boards of directors, a governor-appointed director from each state, and a port authority-appointed director from each state. 

Co-directors appointed by the board of directors function as project leaders of the Joint Venture.
